The Draft Children (Contact) and Adoption Bill (Cm. 6462, available below) published in February 2005, contains provisions in relation to the enforcement by the family courts of contact orders, as well as arrangements for intercountry adoptions.

The Bill is intended to assist in the implementation of the Green Paper "Parental separation: children's needs and parents' responsibilities" (Cm. 6273, available below), reinforcing the Government's view that a child should continue to have a meaningful relationship with both parents after a parental separation, so long as it is safe and the child's best interests.

The Committee's report focuses on the workability, effectiveness and proportionality of the draft Bill, and also considers whether it fails to include provisions which might have useful in advancing its aims.
