In July 2002, the House of Lords agreed to implement a package of new working practices recommended by the Procedure Committee (HLP 148, session 2001-02; ISBN 0104117028), for an experimental period of two sessions. As this period will come to an end with the current 2003-04 session, this report by the Leader's Group reviews these procedural changes and makes recommendations on their possible retention, modification or reversal. Following a consultation of members of the House of Lords, the recommendations seek to achieve a balance which reflects widely held views in the House, whilst also taking practical implications into account. Recommendations include: retention of pre-legislative scrutiny of bills on a case-by-case basis; continuation of arrangements for carry-over of bills from one session to another where there is general agreement in the House; and that the arrangements for a target rising time of 10pm on Monday to Wednesday should continue.
