This report makes a number of detailed recommendations on the proposed measures in the Disability Discrimination Bill. In principle it thinks that the focus of anti-discrimination legislation should shift from the medical model (the type of disability) to the social model (the type of discrimination). However this would be difficult within the current legal framework and therefore needs further work. Overall it is recommended that the current Bill should be introduced and implemented as quickly as possible.
