Domestic violence accounts for a quarter of all recorded violent crime in England and Wales. Although such violence can occur irrespective of background, circumstance, sexuality or gender, it is predominantly women who suffer, with statistics indicating one in four women experience some form of violence from a partner in their lifetime. This consultation paper outlines the Government's strategy to address this issue, which build on proposals in the 2002 "Justice for All" white paper (Cm. 5563, ISBN 0101556322). It examines the nature and prevalence of domestic abuse, the impact on victims and its wider cost to society. The proposals are based on three elements: prevention methods and working with victims and offenders to prevent it recurring; increased legal protection for victims and their families; and support services including safe accommodation, benefits provision, and counselling services for children affected by domestic violence. The consultation period ends on Friday 12 September 2003.
