The Government's drugs policy: is it wor

This paper outlines the Government's reply to the Home Affairs Select Committee report (HCP 318-I, ISBN 0215003349) and also includes a statement of the Government's Drugs Strategy. The Government accepts the Committee's recommendation to reclassify cannabis from Class B to Class C, in the light of medical evidence and the findings of the Lambeth policing pilot. This will mean the maximum penalty for cannabis possession will be reduced from five to two years' imprisonment. However, it rejects the Committee's recommendation to reclassify ecstasy. Other responses include: support for the provision of supervised areas for administering prescribed heroin to addicts as part of a treatment programme, but not for those who have not been prescribed heroin; support for the prescription of cannabis-based medicines, subject to the outcome of clinical trials; and proposals to introduce a new criminal offence of supplying drugs to young people aged 16 years or under.
