The World Education Report 2000, prepared by the Secretariat of the United Nations Educational, Scientific and Cultural Organisation (UNESCO), is the fifth edition of a biennial series aiming to present a broad but concise analysis of major trends and policy issues in education in the world today. This edition of the report focuses on the right to education, as proclaimed in Article 26 of the Universal Declaration of Human Rights:
Article 26
(1) Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and Professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.
(2) Education shall be directed towards the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace.
(3) Parents have a prior right to choose the kind of education that shall be given to their children. The report presents a unique overview of the successive commitments to the implementation of this right that have been adopted by the international community over the past half-century, in the form of international treaties, declarations, recommendations and programmes of action. It also provides a broad analysis of the progress that has actually been made towards the implementation of this right in different regions of the world.
