This publication examines the characteristics of pupils defined as 'low attaining' in terms of Key Stage test and GCSE results in England (and does not cover low attaining schools nor directly considers low pupil progress). The intention is to highlight characteristics of low attainers using definitions that are useful for this purpose. The results are mostly given for Key Stages 2 (age 11) and 4 (age 15) to provide results for primary and secondary pupils, with some additional results given for Key Stages 1 and 3.
