This bulletin summarises available data on Special Educational Needs (SEN) and related information for special schools in England for the period 1997-2002. It presents statistics and trends for: incidence and placement of pupils with SEN; distribution of SEN pupils across primary and secondary schools; all children with SEN statements and those newly made in 2001; and special schools, staff and pupils. The information is mainly drawn from the Annual Schools' Census and the SEN2 survey. Key findings include that an estimated 249,000 or three per cent of all school pupils had SEN statements in 2002, a fall of 3.6 per cent since 2001. 60 per cent of pupils with statements were placed in maintained nursery, primary and secondary schools in 2002, a fall of one per cent on the previous year.
