'Banking Reform: Delivering Stability and Supporting a Sustainable Economy (Cm. 8356)' sets out the Coalition Government's proposals for taking forward the implementation of the recommendations of the Independent Commission on Banking (ICB).

The ICB recommended a package of measures consisting of:

  • ring-fencing vital banking services;

  • increasing banks' loss-absorbency; and

  • enhancing competition in the banking sector.

This paper aims to clarify how the Government will implement these proposals, so that UK banks are sufficiently resilient to withstand excessive financial shocks, and sufficiently resolvable so as to fail safely without drawing on taxpayer support.
