In September 2007 Sir Ken Knight, the Chief Fire and Rescue Adviser, was asked by the Secretary of State for Communities and Local Government to carry out a review of the Fire and Rescue Service operational response to the flood related emergencies which occurred during the summer of 2007.

'Facing the Challenge: Flood Review' presents the report arising from Sir Ken Knight's review. It addresses concerns raised about the flooding and suggests recommendations for good practice.

Chapter One: Provides the context of the Review, summarising the background to the events, the Fire and Rescue Service (FRS) contribution to the response and outlining the methodology of the review.
Chapter Two: Considers the current position of control and command, including handling of 999 calls and how the FRS handled the high volume of calls generated during the widespread flooding incidents. It examines the case for the Fire Control project.
