In September 2007 Sir Ken Knight, the Chief Fire and Rescue Adviser, was asked by the Secretary of State for Communities and Local Government to carry out a review of the Fire and Rescue Service operational response to the flood related emergencies which occurred during the summer of 2007.

'Facing the Challenge: Flood Review' presents the report arising from Sir Ken Knight's review. It addresses concerns raised about the flooding and suggests recommendations for good practice.

Contents include:

  • Chapter One: Provides the context of the Review, summarising the background to the events, the Fire and Rescue Service (FRS) contribution to the response and outlining the methodology of the review.

  • Chapter Two: Considers the current position of control and command, including handling of 999 calls and how the FRS handled the high volume of calls generated during the widespread flooding incidents. It examines the case for the Fire Control project.

  • Chapter Three: Examines the current legislative position, the responsibilities of other responders and organisations, and an analysis of stakeholders' views and options available for ensuring certainty of responsibility for future flooding events.

  • Chapter Four: Covers the issues of firefighters' equipment, health and safety and training.

  • Chapter Five: Deals with the concerns raised about the distribution and clarity of flood risk information issued during an emergency incident and subsequent recommendations for good practice.

  • Chapter Six: Explores the concerns about national coordination, roles and responsibilities during last summer's floods and makes recommendations to ensure clarity and certainty.

  • Chapter Seven: Considers the role of Category 2 responders to assist in the planning and preparedness for an emergency response and assesses their role in relation to the FRS in the actual response phase.
